whitequark a557445e05 LocalAccessValidator: assume variables with "$" in name are internal. 
Internal variables are assumed to be scoped correctly
(including not being accessed uninitialized).

This was changed from "." because artiq.compiler.embedding uses
"." in module prefix of function names.
