I cannot reproduce this issue on the current revision of firmware.
This should have been resolved with the soft start implemented on the laser diode output current.

Why?
I don't think the softstart has anything to do with +8V bring-up. Isn't the procedure (1) bring up +8V, and then (2) sweep through the DAC codes to ramp up current slowly?
And iirc the problem is also there with the laser diode turned off. May need the small switch to reproduce.
