Add intl IPs to exceptions in fail2ban

I can ping from intl, but all connections are getting refused by our server (even if I just curl our website). Doesn't happen with google.

Why is this not an issue when msys2 is installed normally (i.e. without the ARTIQ installer)?

Because there are post-install hooks in cacert package, that are quite troublesome to make it…
