lyken 628965e519 core: irrt reformat & more progress
progress details:
- organize test suite sources with namespaces
- organize ndarray implementations with namespaces
- remove extraneous code/comment
- add more tests
- some renaming
- fix pre-existing bugs
- ndarray::subscript now throw errors
