Bumps to 1.56.0-nightly (29ef6cf16 2021-08-31) and LLVM13.

Note regarding 0ea7e2c760: in later rustc versions, the get_atomic() function is not necessary, only an inline const is needed.

Builds for all variants, szl and experiments. Tested on Kasli-SoC hardware with corresponding artiq-zynq PR in both standalone and master-satellite configurations.

Relevant issue: #102
