Fixes #105 and m-labs/artiq-zynq#262

Which is weird; I always assumed the gpio_reset is necessary for a particular reason.

Nevertheless, Kasli-SoC Master firmware can boot fine, communicate with I2C peripherals (Si5324), no problem.

Error LED also works properly (and does not have to be re-enabled during a soft panic), so I assume PHY_RSTn also does.
