Replicated the bug. The console output from Pale Moon shows that content-type header is not permitted, even though a wildcard (*) was received from the RFQ server side.

Could be relevant:
Stack overflow: Wildcard from ACAH ignored

Edit: This behavior is observable on Nix machine as well.

Not a problem anymore on latest Pale Moon 32.2.1, but persists on the 29.4.6.
Are there any users of it?
Looks like the issue can be closed, since it is only on outdated browser with extremely low market share (latest data suggest that it is only 0.01%).

We don't need to support old browsers, using them is a bad idea for security reasons anyway.
