run Kasli hardware tests #13

Desired test structure:

  • extended-tests: flashes Kasli, runs Kasli tests on Linux, runs Kasli tests on Windows
  • kc705-tests: flashes KC705, runs KC705 tests on Linux

Those two can be run in parallel.

Kasli is on rpi-2 and is using the tester device database in ARTIQ.
