After this change, the compiler's complexity is nearly linear
even when very large arrays are used.

whitequark 66b1388a63 transforms.artiq_ir_generator: never put TVars in dicts. 
A TVar looks just like whatever it points to, but it does not
compare equal, nor is its hash the same.
