From my conversation with QUARTIQ's developers in https://github.com/quartiq/booster/pull/154/files, the smoltcp-nal crate is a smoltcp-compatible NAL and does not rely on minimq (for MQTT client) or Cortex-M (for timeouts). We have shown that there is no obvious reason to keep our own NAL, especially because it should not define or change any interactions with the ENC424J600 PHY.
